EL EURO DIGITAL CADA VEZ MÁS CERCA: ¿FIN DEL ANONIMATO EN INTERNET?

Hace algunas semanas estuvimos hablando aquí sobre los CBDC y las nuevas monedas digitales que, distintos Estados pretenden implantar en nuestro sistema más pronto que tarde. En esta ocasión, la presidenta del Banco Central Europeo, Christine Lagarde, ha dado un inquietante discurso que vamos a comentar en esta entrada.

Recientemente la presidenta hizo unas declaraciones que, cuanto menos, son inquietantes. Sabemos que el BCE lleva tiempo preparando el euro digital, el cual hemos mencionado hace no mucho en este blog. También sabemos que, en teoría, se usará para proteger más a los usuarios y luchar mejor contra el terrorismo y el fraude.

Sea como fuere, debemos entender que esto cada vez está más cerca y que se espera que su regulación llegue en 2023, para empezar a emitirse como moneda alternativa en 2025 o 2026. Uno de los argumentos que más utilizan sus promotores es que, a diferencia de las criptomonedas, estas monedas digitales estarán respaldadas por un banco central y no presenta la volatilidad tan alta de estas últimas. Además, la presidenta afirma que protegerá a los usuarios y respetará su privacidad. Según el BCE, el euro digital podría procesar más de 40.000 transacciones por segundo. Para situarnos un poco, la criptomoneda Solana, que es una de las más rápidas, alcanza las 50.000.

Se dice que no quieren recopilar datos de los usuarios, pero habrá que identificarse primero para usarlo. Además, lo más representativo de su discurso se encuentra cuando la presidenta habla del anonimato. Según explica en sus declaraciones: «el anonimato total, como el que ofrece el dinero en efectivo, no parece una opción viable. Contravendría otros objetivos de política pública, como garantizar el cumplimiento de las normas contra el blanqueo de capitales y luchar contra la financiación del terrorismo. Y también haría prácticamente imposible limitar el uso del euro digital como forma de inversión, por ejemplo, mediante límites de tenencia o remuneración escalonada, para lo cual es necesario conocer la identidad de los usuarios».

Quizás, como noticia positiva, se baraja que los pequeños pagos estén protegidos con algunas excepciones para ampliar la privacidad. Aún hay mucho que definir, pero lo que está claro es que el euro digital está cada vez más cerca con el objetivo de eliminar el dinero en efectivo. Veremos qué nos depara 2023.
